How is the cell membrane partially (selectively) permeable?

The cell membrane permits nutrients and other molecules to go in/out of the cell if it is needed. I don't think that it is necessarily based on whether it is ABLE to do it, but if it is just needed. Usually large ions/molecules will be able to move into the cell via active transport and smaller molecules going in pivley
