My daughter's Golden always pee and poo inside, everywhere even on the bed, she is 4 months, what to do?

I bought a Golden Retriever puppy, when she was 2 months old for my daughter. She regularly pees and poos inside the home and pees on the bed. The odor at home just terrible. My daughter loves Lisa, but her mom is angry with her puppy and she told me that she wnat to give her Lisa to her friend.
