How do you paint the town red?

I have played Animal crossing for over a year now...and althought my town is bloming with prosperity...I was just wondering how in the world do you paint the town red...I'm asking for the gamecube version....I'm not sure if it's possible for the game cube version but I figure it can't hurt to ask.
